Summary of impact: Between 20:00 UTC on 12 May 2019 and 10:45 UTC on 13 May 2019, we experienced difficulties connecting to and using elastic pool resources hosted in the North Europe region.
Preliminary root cause: Engineers determined that a recent deployment task impacted instances of a backend service which became unhealthy, preventing requests from completing.
Mitigation: Engineers performed a manual restart of previously impacted elastic pools to mitigate the issue.
